Program management for sustainable and future-proof waste collection system in Almere

On behalf of the municipality of Almere, development of a sustainable and future-proof waste collection system.

2022 - 2023

Inquiry

What constitutes a sustainable and future-proof waste collection system for the municipality of Almere?
In Almere, residual waste and organic waste were collected using a dual-container system. However, this did not lead to the desired reduction in residual waste, and the equipment was outdated. A better and more future-proof solution was needed. Various collection systems had been explored since 2016, but no decision or resident support had been generated. Our consultants established and executed a program for the development of a sustainable and future-proof waste collection system suitable for Almere.

Approach

Based on the plan we created, an investigation was conducted to assess the effects of different variants on sustainability performances, finances (waste management costs and waste levies), and resident support in Almere.

Our commitment includes

Drafting the Plan of Approach ‘TAS’ for a future-proof waste collection system.

Building a multidisciplinary team and leading the 'TAS' Program.

Preparing and consulting with stakeholders: Alderman, Secretariat, council factions, resident platforms, businesses in Almere, steering committee, and management team.

Conducting research on scenarios including "basic sorting," "source and post-separation of PMD," "diftar in urban areas," and various combinations thereof.

Executing a motivation study among Almere residents in partnership with Motivaction to gauge attitudes toward waste separation and the significance of collection facilities and waste levies.

Evaluating the CO2 effects of the scenarios.

Preparing a council proposal and research report.

Supporting and guiding the alderman during council meetings regarding the ‘TAS’ proposal.

Outcome

Our efforts culminated in the council proposal ‘TAS’, which was approved after discussion in late 2022, opting for a comprehensive improvement package of services. The council chose to adopt post-separation of PMD, collecting PMD together with the residual waste in the same bin.
